• Todos los mexicanos que han alcanzado un nivel educativo superior, ya sea en el vasto campo de las ciencias sociales o bien en discplinas vinculadas mas estrechamente con los fenomenos naturales y la tecnologia, han mostrado — desde hace mucho tiempo — y muestran especial interes en comprender, explicar y buscar soluciones a lo que, sin duda, constituye una a de las manifestaciones mas importantes del desarrollo economico, politico y social: la baja productividad fisica y monetaria por hora-hombre de la fuerza de trabajo agricola, respecto a la que se ocupa en las demas ramas de actividad y que se traduce, a su vez, entre otros hechos, en el precario nivel de vida de las masas campesinas (sobre todo en las comundadas indigenas, que permanecen al margen del progreso y en las que el ‘tiempo’ parece no transcurrir); en alarmantes indices de desnutricion, insalubridad, analfabetismo y mortalidad que registra la poblacion rural en su conjunto, y en el escaso interes que muestra aquella por participar, de modo activo, en la ‘vida politica nacional’.”
  • All Mexicans that have attained a high educational level, either in the large field of the social sciences or in the more tightly-linked disciplines with natural phenomena and technology, have shown — for a long time — and show special interest in comprehending, explaining, and seeking solutions to what, without doubt, constitutes one of the most important manifestations of economic, political, and social development: the low material and monetary productivity per man-hour of the agricultural workforce, with respect to those who deal with other branches of activity and that translates, at the same time, among other facts, in a precarious standard of life of the peasant masses (especially in indigenous communities, that remain at the margin of progress and in which time seems to stand still); in alarming indices of malnutrition, ill-health, illiteracy and mortality that register the rural population as a whole, and in the little interest shown that for participating, in the active mode, in “national political life’.

• 18 – “Se ha procurado, como el lector advertira, evitar lugares comunes, entre ellos: la escasez y concentracion del credito y su falta de opportunidad; las caracteristicas fisicas y en general las condiciones limitantes del suelo, del agua y el clima; las estrechas posibilidades que ofrece el mercado para modificar la estructura de los cultivos; las diferencias regionales e interregionales en la productividad y en el ingreso de los agricultores, y muchos otros que, sin duda, encierran un gran interes y ejercen influencia, o bien son claras manifestaciones de la evolucion de la actividad agricola en el marco del subdesarrollo.”
  • It has been sought, as the reader will warn, to avoid common places, among them: the shortage and concentration of credit and their lack of opportunity; the physical characteristics and in general the limited conditions of the soil, water and climate; the narrow possibilities that are offered to the market to modify the structure of the crops; the regional and interregional differences in productivity and in the farmer’s income, and many others that, without doubt, hold a great interest and exercise influence, or are clear manifestations of the evolution of agricultural activity in the context of underdevelopment.

Sobre el particular se presentan, en la primera parte, algunas de las ideas expresadas por investigadores, politicos e instituciones — que desde diversos angulos y diferentes periodos historicos — se han ocupado de este problema con el proposito de establecer una premisa fundamental para las siguientes secciones, aunque es, al mismo tiempo, una de las causas que motivan el escrito.”
  • To reach this proposition requires as the starting point: the question of the land. On this particular they are presented, in the first part, some of the ideas expressed by investigators, politicians and institutions — from diverse angles and different historical periods — they have been busy with this problem with the proposition to establish a fundamental premise for the following sections, although it is, at the same time, one of the causes that motivates this writing.”

  • In the second section — agricultural development and its problems — is manifested the salient features of the process, between 1940 and 1967, contrasting the important advances achieved, that arise from the analysis of various indicators, with the subsistence of the old and intricate problems and the emergence of others, as cause and effect of the proper (?) underdevelopment.
• En la tercera seccion se recogen las ideas de diferentes profesionistas, expresadas en fecha reciente, y se examinan sus puntos de vista acerca del problem agricola. Representan sus sugerencias una corriente de opinion que se va generalizando: la necesidad de elevar la produccion y la productividad de la fuerza de trabajo en la agricultura y fortalecer el proceso de ‘urbanizacion’. Esta ultima seccion termina con el enfoque que, a juicio del autor, debiera tener la politica agricola.”
  • In the third section is gather the recently expressed ideas of different professionals, and their points of view about the agricultural problem are examined. They represent their suggestions a current opinion that is becoming generalized: the necessity to raise the production and the productivity of the agricultural workforce and strengthen the process of urbanization. This last section ends with the approach that, in the judgement of the author, political agriculture should have.
